    Job Description

    POSITION SUMMARY:  Under the general supervision of the Manager, researches, develops, implements, and analyzes strategic marketing programs and industry partnerships that will stimulate the City and District’s tourism economy; provides incidental guidance to Visitor Services staff with respect to continual digital media management.



    1. Participates in developing, implementing, monitoring, and evaluating the Division’s annual marketing plan; provides the overall leadership for the marketing function for the Division.
    2. Develops, coordinates, and delivers marketing of the City of Thunder Bay and its region.
    3. Maintains current knowledge and awareness of emerging experiential travel and media trends within the tourism industry.
    4. Ensures the integration of the marketing function with that of the Provincial Government’s direction for regional tourism in the Province.
    5. Assigns and manages day-to-day projects and assignments of external agencies and internal service providers including the advertising agency of records, Corporate IT, and division staff by providing creative direction, scheduling of timelines and approval.
    6. Plans and monitors the annual advertising budget, prepares requests-for proposal, and compiles related statistical data and reports including general revenue from annual advertising sales.
    7. Negotiates with media agents to secure agreements and contracts; manages all aspects of media-buying services.
    8. Develops, coordinates, and manages marketing collateral including the Division’s visiting website; serves as the production manager and editor of the annual Thunder Bay Experience Magazine, monthly e-newsletter, and other tourism promotional materials.
    9. Designs, implements, and facilitates annual campaigns, engages stakeholders, secures sponsorship and acts as partnership liaison by providing marketing consultation and services to local and regional businesses, organizations, events, and committees.
    10. Coordinates the Divisional digital media strategy and provides incidental guidance to Visitor Services staff with respect to continual digital media management.
    11. Responsible for all advertising sales activities including developing and executing sales materials, securing ad sales, and managing the coordination of service delivery.
    12. Performs such other duties as may be required.




    • Degree or diploma majoring in tourism, business administration or other related fields; and
    • Four years’ experience in tourism and/or economic development; or
    • Equivalent combination of education and experience


    • Ability to understand academic tourism research and analyze industry trends based on research
    • Ability to establish and maintain effective working relations with industry partners
    • Good facilitation skills and excellent verbal and written communication skills are required
    • Must be at a basic skill level in word processing and spreadsheet software and have the ability to use digital presentation software
    • Must possess a basic understanding of digital media programs and trends
    • Ability to negotiate and manage partnership-based industry relationships


    • Familiarity with tourism segments, markets, economic development opportunities, funding programs, and public sector contract management


    • The use of a vehicle is required
    • Working beyond normal working hours and out of town travel (by land and air) will be required from time to time
