Job Description

POSITION SUMMARY: Under the direct supervision of the Supervisor – Municipal Enforcement Services, coordinates and performs a variety of dispatch and communications monitoring, along with general clerical functions. Key duties include relaying information to Officers in the field via two-way radio communications, monitoring the Officer’s activities for safety/support, and providing customer service to the public.

 

MAJOR RESPONSIBILITIES:

  1. Answers telephone and counter inquiries, refers by-law related technical enquiries to appropriate staff for response, maintains dispatch records; logs, reports and processes enforcement calls for service.
  2. Receives complaints or enquiries, and dispatches law enforcement personnel, triages enforcement calls, and monitors the location, status and safety of MLEO personnel, as required.
  3. Reviews Officer work records for accuracy and completion, and provides general office support, including data entry and research in order to assist with file assignments, court preparation and file management; forwards information to Officers and provides further information and updates to customers, as required.
  4. Maintains a status record of incoming, impounded and outgoing animals, and notifies owners of impounded, injured or dead animals; prepares kennel checks and transfers information to phone, website and/or Amanda Kennel Check Records.
  5. Accepts and processes various documents from the public, including witness statements, agreements, and plans; issues pet licenses and completes Bite Reports.
  6. Accepts enforcement process payments (Administrative Monetary Penalties, Notices or similar enforcement tools), records all cash receipts from the public, and prepares refunds and bank deposits.
  7. Assists in the preparation and distribution of standard letters and notices related to Municipal Enforcement activities, and communicates and coordinates with outside agencies regarding the delivery of response services and/or other routine law enforcement matters.
  8. Prepares purchase requisitions, purchase orders, invoices and processes vendor payments.
  9. Maintains and orders stationary and shelter supplies; receives and issues stock within the division.
  10. Assists in scheduling hearings, adjudication meetings, and other similar processes; attends meetings, takes notes, and documents process decisions, as required.
  11. Provides clerical support for new by-laws, revisions, policies, procedures and other related documents.
  12. Performs record management activities, along with manual and computerized filing, archiving and searches, including FOI/MFIPPA requests.
  13. Searches investigation records for outstanding matters relative to Requests for Notices/Orders/Proceedings.
  14. Participates in social media presence, monitors and responds to website and social media inquiries as directed, and updates website and social media sites as required.
  15. Monitors online complaint intake and tracking from website, email and social media; liaises and assists users with proper complaint intake and follow up processes; monitors and follows up on incorrect/false entries observed or flagged from the intake process; follows up for more information with potential complainants.
  16. Receives, distributes, and prepares incoming and outgoing mail.
  17. Liaises with Payroll, Human Resources, Division Managers and Supervisors, and employees in regards to confidential payroll issues for the Municipal Enforcement Services Section; enters overtime, shift premiums and shift differential payments and verifies for accuracy; identifies errors and makes corrections
  18. Performs such other related duties as may be assigned.

 


QUALIFICATIONS:      

 

Education/Experience:

  • Diploma in Administration, Business, Legal or related discipline; or
  • Two year’s clerical experience in a police, court administration, municipal law enforcement field or similar setting

 

Skills/Abilities:

  • Must be capable of dealing with the public in a tactful and courteous manner
  • Must be at an intermediate skill level in word processing and spreadsheet software
  • Demonstrated interpersonal, verbal and written communication skills
  • Excellent organizational skills

 

Assets:

  • Previous experience in dispatch
  • Demonstrated proficiency with computerized enforcement management or record programs, such as Amanda, etc.

 


CONDITIONS OF EMPLOYMENT:

  • Will be required to work shifts, including weekends
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
